ABA "Legal Assistance for Military Personnel" (LAMP)

The ABA established the standing committee on “Legal Assistance for Military Personnel” in 1941with the objectives, in part, to promote legal services to military personnel and their dependents and to enhance the scope, quality, and delivery of free or affordable legal services to eligible military legal assistance clients.

For military members, ABA’s “Operation Enduring LAMP” provides civil legal help to military personnel and their dependents. It is a consortium of state and local bar associations that have made a commitment to recruit volunteer attorneys, and in many cases offer training and facilities to volunteers, in order to assist military legal assistance providers with civil law matters affecting service members.

Operation Enduring LAMP efforts across the country offer varying kinds and levels of service. If you know of a military member or his dependents needing legal assistance, you should first advise them to contact the legal assistance officer assigned to the military member’s unit. Only after that inquiry should the military member or his dependents get in touch with a local OpEnduring LAMP volunteer.

The military member’s reserve unit provides mobilization readiness services. If he or she has specific questions about what legal services will be provided in relation to mobilization, he or she needs to contact the chain of command and local legal assistance officers within that command. Both command and legal assistance officers are responsible for providing legal readiness support in a coordinated and comprehensive fashion. In the event that the legal assistance officers responsible for legal readiness issues require additional help in their efforts, they can communicate their needs to a local bar association OpEnduring LAMP effort, and they can request referrals to OpEnduring LAMP volunteers.
